ATCS Celebrates P3 Award for Best Transportation Project for Transform 66

ATCS is pleased to announce that the Transform 66 P3 Project recently received the Gold Award for the Best Transportation Project at the 2017 P3 Awards in Washington, DC.

The P3 Awards recognize and reward outstanding achievements in public-private partnerships across the Americas for transportation, social infrastructure, utilities, operations, and several other categories.

As a Joint Venture with CH2M, ATCS is providing General Engineering Consultant (GEC) services for the development and management of the Virginia Department of Transportation’s (VDOT) $2.3 Billion I-66 Public-Private Partnership (P3) project called Transform 66.

VDOT, in partnership with the Virginia Department of Rail and Public Transportation (DRPT) and the Federal Highway Administration (FHWA), is developing transportation improvements on the I-66 corridor from US Route 29 near Gainesville in Prince William County to Interstate 495 in Fairfax County (Capital Beltway). Transform 66 includes three general purpose lanes plus two managed lanes in each direction; the reconstruction of numerous interchanges and bridges as well as additional multi-modal options. The project developed an innovative procurement process that resulted in significant savings to the Commonwealth.

Michael Fendrick, P.E., PTOE Joins ATCS as Vice President, Office Manager of our Newest Office in Raleigh, NC

MIKE FENDRICK WEBATCS is pleased to announce the appointment of Michael (Mike) as the Vice President, Office Manager of our newest office in Raleigh, North Carolina. Mike brings 29 years of experience as a transportation engineer experienced in traffic engineering and transportation planning as well as traffic and roadway design. This includes experience in traffic engineering studies, highway planning and operations, traffic forecasting, traffic capacity analysis, simulations (VISSIM and Corsim), and safety analysis. His traffic design experience includes the design of numerous signals, signing, and marking plans as well as management of intelligent transportation system (ITS) projects.

In this role, Mike will lead the operations, development and growth of the Raleigh, NC office by leveraging the reputation and expertise of ATCS, as well as his 25 years of relationships in the Triangle region to meet the client’s needs and requirements. From a technical side, Mike recognizes the need for a multi-disciplinary approach to the successful completion of projects and is looking forward to applying that approach for ATCS’ clients.

This approach is most apparent in his work on the feasibility analysis for over 50 interchange locations, most recently the I-40 at US1/I-440 interchange in Wake County. Other key projects have included the Mid-Currituck Bridge EIS, GEC assistance to NCDOT on the I-77 PPP HOT Lane in Charlotte, the development of the NCDOT Complete Streets Manual, and multiple traffic forecasts including the Kinston Bypass. During his career, he has worked with multiple clients including state DOTs, municipalities and MPOs.

ATCS assisted the Town of Leesburg, Virginia by providing site/civil engineering services for the development of the Town’s new 12,000 square foot lighted skate park, in collaboration with Spohn Ranch, the project designer and builder. ATCS’ engineering team provided a variety of consulting services including site layout, grading, zoning compliance, parking, storm drainage, storm water management design, water quality calculations, and design for sediment & erosion control measures to be installed during construction activities.

The subgrade and foundation design incorporated findings made by subsurface reconnaissance, which included conventional soil borings (standard penetration tests), air-track drilling, and electrical resistivity imaging. Major design challenges were encountered with the site civil constraints (topography, storm drainage, and subsurface conditions), which were a significant factor to the final skate park orientation and feature layout, as well as a demolished waste water treatment plant that was decommissioned decades earlier.

The skate park structure layout,Skate Park - Town of Leesburg (003) ancillary site features, grading, and landscaping were carefully designed to work in harmony with the adjacent properties, including future expansion of an adjacent county fire and rescue squad facility, and regulated major floodplain on the property. This project successfully met the public needs through design development that involved coordination with various Town/County agencies. This collaboration presented a unique opportunity for creativity in helping the community and advancing the revitalization of the Catoctin Skate Park for the Town of Leesburg.
