Vice President, Emergency Management Services & Water Resources

Tim has over 31 years of experience providing leadership on a broad spectrum of water resource and emergency management contracts for the government. He is expanding the ATCS Water Resources practice to serve federal, state and municipal clients.

His background includes significant Emergency Management Services experience with major FEMA pre- and post-disaster service programs. He has played key roles on numerous large contracts with FEMA for hazard- and disaster-related services as well as major contracts involving flood risk management, disaster response and climate change adaptation / sea level rise. Additional areas of specialization include stormwater master planning, NPDES permitting, BMP implementation, hazard mapping and resilience planning. Tim obtained both his Master of Science and Bachelor of Science degrees in Civil Engineering from Virginia Tech.
